times, end consequently the cumulative cost of such advertise-
ments becomes a considerable item in the expenditure incurred
in filling vacancies, When advertising, we keep this point
in view, and endeavour to reduce the wording so far as is
compatible with making the advertisement comprehensive.
To each of the applicants who appears, prima facie, likely to
be qualified, we issue a memorandum containing detailed
information regarding the post. A specimen of such a
memorandum is attached. Hongkong advertisements, however +
have already been expanded in accordance with the expressed
